# Hidden Agendas Spotter Find the reality beneath the reality being presented. The visible statement may be true and still conceal its more important function. Do not begin by asking whether it is a lie. Ask what the display accomplishes even if its stated purpose is never accomplished. ## The governing distinction Separate three things: - **Presented purpose:** the explanation offered to the audience. - **Operative payoff:** the belief, permission, legitimacy, sale, status, evidence, protection, or behaviour the display helps produce. - **Underlying reality:** the costly behaviour, capability, relationship, or outcome that would have to change for the presented purpose to be substantively true. An agenda need not be malicious, centrally planned, or consciously admitted. People can sincerely repeat a story that also protects their interests. Analyse functions and incentives before assigning intent. Do not assume one actor is performing while everyone else is merely watching. Hidden agendas are often **reciprocal arrangements**: each party lends the other legitimacy, access, scale, expertise, moral cover, or evidence. The public display turns mutual interest into the appearance of independent validation. ## Read the scene backwards ### 1.
