Every pain carries a source, every stated component value is defensible, every claim survives a compliance pass. Market fit is checked before construction starts — massive pain, purchasing power, easy to target, growing. A Grand Slam Offer in a starving crowd beats a perfect offer in a dead market, so if `MARKETING.md` shows no evidence of pain or purchasing power, flag it before building anything. ## Done when Work type `strategy-plan` (`also_covers: offer-builder`) — floor **E3/C3/O1** (`harness/eco-floors.yaml`). - **E3** — a named human approved the exact offer one-pagers, and the business confirmed each guarantee in writing. A guarantee stays marked `UNCONFIRMED` and its offer stays a draft until that confirmation exists. - **C3** — `four_us_score` and `banned_word_check` pass on every one-pager, and a named non-producer reads the offer set end to end. Every pain row, every stated value, and every result claim resolves to a source in `_sources.md`. - **O1** — the winning offer names the metric it must move (close rate, AOV, cost per acquisition, refund rate), its baseline, its threshold, and its owner, plus the first work item it spawns.
