<objective> Start a project properly: question deeply until the idea is concrete, then write PROJECT.md and REQUIREMENTS.md, derive a phased ROADMAP.md with falsifiable per-phase success criteria, and initialize .planning/ (config copied from the engine template, STATE.md cursor).
