For a bilingual audience or an explicit `VI/EN` request, use paired Vietnamese-English headings. Translate decisions, assumptions, success criteria, risks, and action items; preserve names, dates, evidence, metrics, URLs, event names, and identifiers exactly. ## Four principles | Bốn nguyên tắc ### 1.
