# Outcome
Add one coherent, independently versioned skillpack and every skill in the user's declared
list as complete canonical source, grounded in current primary sources and repository
evidence, with non-overlapping routing, distribution adapters, evals, and verification ready
for review.
## Compatibility
Portable across Claude Code, Codex, and OpenCode, but specialized for this repository's
`packs/<language>/<subject>` layout. Repository checks and the optional offline scaffold
helper require Python 3.11 or newer. Web research is optional at the permission boundary;
without it, report the current-source evidence gap and do not claim current completeness.
Native-client compatibility remains unverified until a validated report records the client
version and exact source SHA.
## Use this skill when
- The user supplies a skillpack name, its details and scope, and an ordered list of one to
twenty skills to create. One skill is sufficient when the pack has a genuine independent
installation and release boundary.
- A new language/subject or shared-domain package must become independently installable.
- Several related skills need coordinated boundaries, naming, permissions, sources, and
release metadata.
- A proposed collection must be decomposed into atomic skills before being added to this
monorepo.
