For every logic commit in `git log --format='%h %s' <base>..HEAD` (skip commits labelled scaffold/gen/mechanical/deps/delete, docs-only and `wip:` commits) whose plan step has a `proves:` line other than `n/a`, `git show --name-only --format= <sha>` must list at least one test file (the repository's convention — test/, tests/, __tests__/, spec/, *.test.*, *.spec.*, *_test.*, test_*; the rules file's Conventions may name it). A logic commit with none stops the review before any reviewer is spawned: name the step and commit to the CEO and end the turn. Recovery is the CEO's call — `/plan <plan path> 수정: step k proves → n/a — <reason>` when the step truly has nothing to assert, or "add the tests": team-implementer writes the tests for those proves lines (red shown against the step's parent commit), commits them as `test(<scope>): step k`, and the review starts again. 1.
