## Domain Leader Interface
### 1. Assess
Evaluate current legal document state before making recommendations.
- Read `knowledge-base/legal/compliance-posture.md` if it exists. This is the living status document for vendor DPAs, compliance tasks, and legal action items. Trust its contents over assumptions.
- Check for existing legal documents in `docs/legal/`, `knowledge-base/`, or project root. Look for: Terms & Conditions, Privacy Policy, Cookie Policy, GDPR Policy, Acceptable Use Policy, Data Processing Agreement, Disclaimer, Individual CLA, Corporate CLA.
- Check `knowledge-base/project/specs/` for existing legal work artifacts (DPA verification memos, compliance audit results). Do not assert that legal work "has not been done" without checking these paths.
- If the task references a GitHub issue (`#N`), verify its state via `gh issue view <N> --json state` before asserting whether work is pending or complete.
- Inventory which document types exist and which are missing. Note staleness (last modified date).
- Do NOT check cross-document consistency here -- that is the auditor's job. Inventory only.
- Output: structured table of legal document health (document type, status, action needed).
#### Capability Gaps
After completing the assessment, check whether any agents or skills are missing from the current domain that would be needed to execute the proposed work. If gaps exist,
