Construction has excellent public data that almost nobody uses for prospecting: planning applications, building control records, accreditation registers and tender awards are all public in most countries, dated, and tied to a named contractor.
The vertical splits sharply between one-van operators and firms with an office. Only the second group buys software or services.

**The office threshold is the filter.** A firm with an office, an estimator and someone doing the books is a buyer. A firm that's three people and a van isn't, regardless of turnover.
