# Public Tender and Contract Award Lead Generation
Public procurement is published by law in most countries. Contract notices, award notices, values, durations and both parties' names are all public, searchable and dated.
That makes it one of the few sources where you can see how much money a company just won, from whom, for what, and when the contract ends.
## Two completely different plays
Decide which one you're running before building anything.
**Play A — sell to the winning suppliers.** A company that just won a public contract has new revenue, a delivery obligation and usually a compliance burden. This is the more common and more accessible play.
**Play B — sell to the buying authorities.** Harder. Public bodies must procure competitively, so cold outreach rarely converts directly. What it can do is get you onto a framework, a dynamic purchasing system or a supplier list — which is the actual goal. Treat outreach here as relationship-building ahead of a procurement, not as selling.
## Who actually buys
**For Play A (suppliers):**
