# Planning and Development Application Lead Generation
Planning records are public by law almost everywhere, published continuously, and they contain something rare: a named party, a dated commitment, a described project, and a value band — months before any money is spent on it.
For anything sold into construction, property or fit-out, this is the earliest reliable signal available.
## Three different targets on one record
Decide which before building anything, because they need entirely different messages.
**The applicant** — the property owner or developer commissioning the work. Best for anything supplied into the finished project: fit-out, furniture, energy systems, insurance, finance.
**The agent** — the architect, planning consultant or surveyor who submitted it. Best for professional services tooling. They appear on many applications, which makes them a repeat prospect rather than a one-off. See `architecture-design-firm-leads`.
**The contractor** — named at building control or commencement stage rather than at planning. Best for materials, plant, labour and site services. See `construction-trades-leads`.
