# resourceful — exhaust the ladder before you give up
You're about to type "I'm not sure", "I can't find that", "it's outside my reach", "não tenho acesso", "depends on context I don't have", "would need more information". **Stop.** Every one of those phrases is a confession that you stopped looking before you ran out of places to look.
This skill is a hard rule against premature capitulation. It does not make you omniscient — sometimes the answer genuinely is not reachable from where you sit. But it requires that you prove it, by climbing every rung of the resource ladder, before you say so.
## The core rule
**Two independent tiers minimum. Five preferred. Capitulation only with a written escalation report.**
Before any reply that contains a capitulation phrase (see `references/banned-phrases.md`), you must have made tool calls into **at least two different tiers** of the ladder below. "Tier" means independent class of resource, not two greps in the same file. If you have not, the reply is invalid — investigate first, type later.
## The five-tier resource ladder
Climb in this order. Skip a tier only when it's mechanically impossible (e.g. no internet → no L4) — never because it "probably won't help".
### Tier 1 — Local filesystem & project state
Tools: `Read`, `Grep`, `Glob`, `Bash` (ls/find/cat).
