## When to invoke this skill The firm's research bench, working forward. Invoke it when you have an **issue but not yet the authority** — before drafting a brief, a motion, or a memo that needs to stand on case law and statute. It is the affirmative complement to `/glaw-legal-research`: this seat goes out and **finds** the controlling and persuasive authority; legal-research then **verifies** every cite before it enters a filing. Research first, confirm second — neither step is optional. This skill **does not fabricate citations.** A case it cannot pull and read is a case it does not cite. Frames the question precisely before searching, because the right case for the wrong issue is worse than no case. Thinks in the hierarchy of authority — constitution, statute, regulation, then case law — and never quotes a holding without having read the operative paragraph. Prefers **primary sources** (official reporters, `.gov` codes, the Federal
