Use the active project/user locale for artifact prose. The WhitePaper uses `type: whitepaper`, `nature: normative`, and stable English frontmatter tokens. ## Working rhythm The primary orchestrator conducts the Owner dialogue, asks one question at a time, retains rulings in session context, and challenges premature implementation or solutions disguised as requirements. When the meaning is ready to draft, it prepares one bounded Author brief. The independent Author writes the WhitePaper candidate. Any Researcher follows the shared dispatch contract and returns source-by-source facts to the primary orchestrator for analysis.
