# guardrails
Advisory checker: given a proposed action description plus relevant metadata,
evaluates every enabled rule in `config/guardrails.yaml` and returns a verdict.
## Rules evaluated

## Invariants
- Read-only: never mutates state or files.
- Default to **deny** on conflicting advice (operator overrides explicitly).
