Use this skill only when the user types the command /harden-issues, or when an upstream issue-drafting pass calls it on freshly drafted slices. Never infer it from wording such as "harden these issues", "pre-batch pass" or "attack the criteria".

run-issues

Autonomously implement a range of tracker issues one by one — a fresh implementer per issue working test-first, adversarial verify and review gates, two-strike escalation, ledger-driven resume across usage limits, and a human merge gate at the end. EXPLICIT INVOCATION ONLY. Use this skill only when the user types the command /run-issues (including /run-issues resume).
