It does not determine legal applicability, replace controlled procedures, provide technical Part 11 controls, or establish regulatory compliance. ## Purpose and Boundaries This skill MUST NOT: generate production code; approve its own evidence; replace `requirement-architect`, `test-designer`, `red-team-verifier`, or `validation-agent`; issue a compliance or certification claim; assume every regulated system requires identical document volume; or force DQ/IQ/OQ/PQ terminology where an approved local procedure uses an equivalent lifecycle. **Do not map agents to stages.** Reject the misleading mapping `Logic Gatekeeper = DQ`, `Build Agent = IQ`, `Test Designer = OQ`, `Red Team Verifier = PQ`.
